Very low commercial demand - Help!

Hey guys,

So, my city's population is about 17,000 right now. But my problem is that i have low demand for ALL commercial zones (please check picture). Then I have REALLY high demand for R-$ and still high demand for  R-$$. I have a neighbouring city which is more a village with just I-Ag and C-$.

Well, when i lay down for R-$ zones, some come to have no jobs. But then, I can't plop any commercial since there is low demand. And it doesn't seem like there is so much high demand for R-$ and R-$$ just to fill that little bit of demand for I-M.  No matter how much residential i plop the demand does not decrease and since almost all areas are desirable for R-$$ i usually just get R-$$ and not R-$.

If you could help me with this i'd really appreciate it.

Be sure you develop several cities in your region.. they don't have to be large, but regional census drives demands by and large
