Controlling what gets built into a city

As far as I remember, I can recall downloading many growable applications in my plugins for my cities in SC4, yet only a fraction of them are constructed. And in some cases, I have the same buildings appearing numerous times in the same city. is there a way I can control what gets built and how frequent it is seen (besides bulldozing and placing props that are just landmarks and parks) such as a software program that lets me control the frequency of buildings?

I found a thing that stops all maxis buildings. Go to exchange and type god and search for a bit.
