I need some help for my city, I'm kind of a perfectionist so I really want every piece of my city to be just right, and in order to do this I need to modify some custom content, I was just hoping if someone could tell me how to do this because I would reallllly appreciate it.

Canals:

Everybody knows how simgoober's canals, however, it is mostly is narrow canals which interest me. I want to change the texture of the water. How would I do this? I'm pretty sure I need to use 3D max or something, but I have no idea how to do it. I also want to create new piece for them, but I think that would have to be done in 3D max as well.

Ped-malls:

The ped-malls are a great feature, however, they seem too empty for me. How would I be able to modify them using the lot editor, but have them retain their transit-enabled property?

GLR:

This is kinda the same issue as the Ped-malls. There is an option that exits for straight GLR over ped-mall, but I want to change the base texture for the 90 degree turns as well. How can I do this?

Thanks so much for the help!

Not indeed, the Lot Editor is an editor for Lots, but these are not lots, they are network puzzle pieces.

If you have experience with the Reader you can change an existing puzzle piece, eg change its texture. However this is not a viable solution as you "lose" the "old" puzzle piece.

Making new puzzle pieces is too hard and tedious. I have made a set for fenced GLR puzzle pieces and I know what I'm saying. First of all you have to learn how to make network puzzle pieces. Then ask from the NAM team to reserve a range of IDs for you. Adding puzzle pieces requires modifying a common (global) RUL file, so this step is necessary in order to avoid conflicts. Then you can start working on your puzzle pieces.

As the effort required (learning/development/testing/packaging/posting etc etc) is disproportionate to the final result I would suggest that you don't attempt this (just try to be "creative" with placing/using these). Or instead request this from the NAM team (it may be included in some future release).
