Congestion causer

The bug started today when i was looking through my city for traffic problems. I put subways everywhere and pressed cheetah speed. I queryed all of them and they were being used at least 20% each and were very efficient. Now after that, all my traffic was perfect. I exit the region and go out to windows. I reloaded the city again after and i checked my traffic/congestion graph. There were no green lines anywhere it didnt show any roads. I ran cheetah speed to see if it would fix, but after nearly 50% of my city's roads were red even though there were subways. 
I checked the subways and bus stations, but all of them were 0% being used and the efficiency had gone down to 0.
I also checked my buildings, believe it or not, they all had long commute but before the bug happened they had short commute. I tried looking into my transit funding and it was full i tried everything but it wouldnt go away.
Ive checked all the system requirements as well. My computer has more than enough gb to support it.

This bug really annoyed me hope u guys can help.

What Traffic Plugin do you have installed?

Have you installed the latest NAM Traffic Simulator?

Have you installed the NAM Congestion Scale?

Heres the screenshots.

My mistake bout the traffic, its actually 30% red.

Yea as you can see, the traffic volume, and congestion doesnt show up and the subway and bus stations are bugged.

Ive got the latest NAM, the updates, and everything else i need.

ahh i guess ill just have to delete my city and reinstall simcity 4 = (
