"Make Historical" dosn't work for me.

I know that I can perhaps figure out on my own what is causeing this problem but it would take a crap load of time so I was hoping that maybe someone else happens know or have an idea of what miight be the cause so as to save me so much hassle.

 I like making cities aesthetically pleasing so I love to use the Make Historical option to preserve buildings that I feel suit a specific location best. Unfortunatly the vast majority of buildings I make historical end up redeveloping on me anyways. I thought maybe the game can only handle having so many that are made historical so in more recent cities I've made I've been using it very sparingly, such as only making about 5 buildings in a city of 100k people historical but they still end up redeveloping on me and its very frustrating. I was hoping maybe someone else has had this problem or known someone who had it and would be able to shed some incite on the issue.

The modds I'm using are the NAM, RoadTopMT, Bridgehieght mod, Hole digging lot, Abandonment mod, and various files needed for the Cycledogg ploppable trees and Columbus terrain textures.

Is there really no fix to this problem?

It's a shame that the game doesn't have a "make historical" button that actually works. If I "make historical" any 2x2 (or bigger) low wealth or middle wealth residential, they will slowly be replaced by more expensive housing. It kinda wrecks the game for me.
