Help Creating Transit modd from scratch

I'm not sure where to start, but i know what i want. 

new dual network - Highway over highway

and custom light rail stops


the problem is that i know very little about modds and dont know where to start, i dont want some to do this for me i want to learn for myself, if anbody could point me in the right direction that would be great,  thank you.

But I think, Your purpose is a Giant Difficult Task, may be unreal for You  ...

You can try connection with NAM team (second step) or look at "Modding - Transit Networks" section on Simtropolis Forum (first step)...
