Industry Will not develop! HELP!

I have been playing simcity 4 for years.  In one massive region i recently obliberated a massive city (800000+ population).  There are cities all around it.  When i zoned the new city and connected it with the neighbors everything developed except industry.  I waited and waited, as education climbed around 200 and life expectancy close to 90 i realized there must be a problem.  Then, a message popped up "Industrial Markets Clogged, Wares sit Warehoused" telling me i need to connect my city to its neighbors so that things can be transported.  Highways, roads, subways, and feight rail all are connected.  There is also a seaport.  What is wrong!!!?????  Please help- I am assuming there is a glitch or something.

For industrial development you need favorable conditions.  What does your desireabilty display show?

Make sure you have enough R$ Sims.  You need them to work in the industries.  Do you have industrial demand?  If not, it may be that the external cities are overriding it.

there is no desirability for industry in the city.  My taxes are always set in such a way that dirty industry and manufacturing are at 20% and high tech is at 4 or 5 %.   This has always worked and given me prosperous larg3e citites.  However, i feel there is a glitch because it says that Industrial markets clogged, wares sit warehoused (in that the city is not connected to others).  However, the city is connected.  I believe if this glitch is fixed then i would have demand for industry.  Thanks again.

also......... here is what the message says

"...It looks like our industrial growth is putting a strain on our limited neighbor connections.  put some gas in the industry byy rolling out road or rail systems to our neighbors.  We cant sit on our laurels while were sitting on our products"

Sounds like either the connection to the neighbor isn't connected or the Freight Trip is to long.
