Problem making own regions

When I make a new region I've downloaded everything is flooded. Firstly, when I create a region and decide to make it plain. And the region is plain, but when I start a new city, it's water.

And the same thing happens when I try to install a new region I've downloaded. I do everything correct, ctrl+alt+shift+R and open the config.bmp and wait a few minutes. Then the region show up and there's water everywhere. What am I doing wrong here?

Well, first of all, you should open the grey scale .jpg file not the config.bmp.  Or was that a senior moment?

You probably have a height mod in your plugins.  Move it out when you are creating a new region.

As N_O_B said, you have to open the jpeg file, not the config.bmp. The region folder should (initially) contain the config.bmp only - the grayscale (jpeg) file can be everywhere else. When you first open the new region (before rendering) you should see a flat region. Rendering will create all geological features (waterbodies, mountains, plains etc).

Also read carefully the instructions in the map's description. Many maps require a special plugin (a "Height Mod") to render properly, otherwise you may get height and scale errors, resulting in flooded areas (or land where there should be water). Check your plugins folders for "forgotten" height mods too, these may cause problems if your map doesn't need them.

Another overlooked point is those "terrain mods" (columbus, olympic etc). These typically contain a modified "height mod", so installing both a terrain mod and a height mod causes conflicts. Only one of the two will have an effect, and it's the one that will be loaded last. You must install the height mod under a subfolder starting with ZZ_... to make sure that the (correct) settings in the "height mod" will be used. Get my Macedonia region from the STEX (even if you don't like the map itself), it contains a detailed readme and instructions on how to combine terrain mods and height mods.

download the simcity4 regional terraforming tool ....import the region from the folder its in....simply save region then close the teraformer....start the game and load the region..it will be very strange looking colored map....load the cities and save and exit....the city will look normal in region view now....repeat for all cities...hope this helps...i have about 30 regions i downloaded and had the same problem...the trick is to do nothing but import then save with the terraformer tool

import image...is found in the global tools of the terraformer...import your grayscale ....then just save and close
