Farms will not develop.

I am playing SimCity Rush Hour.  I have removed all plugins, as I thought this may have been causing an issue.

The problem is that no farms will develop in my game.  I've tested this in a blank region and in my play region.  They refuse to grow in new cities in a brand new region.  Nothing seems to work!  I've never had this issue before, and it is very odd that a problem would pop up after I removed all ADDITIONS to the game.

I have a dual core processors, 2 GB RAM, nVidia graphics card, 200GB harddrive space.  I don't really think the computer applies to the game, but if you need more information, i'll provide at request.

NOTE: I've been playing this game for 4 years? since it came out and never had a problem initially growing farms at the beginning of a city.

That did happen to me once. I think that it's normal... or a bug o___o

Can you provide pictures of what you developed???? would be more helpful than computer specs...it might be how you are designing it.

I found the file that was screwing it up, I don't know why I had it, maybe it came with a different farm pack to prevent Maxis farms from growing? I'm not sure, but all is well now!
