Residential Develpm't Stalled

Hello y'all. Just started playing SimCity again and I got a question. I have a small city, about 1700 people, and residential development has completely stopped. I've read up on the forums about this problem, and have tried everything, yet nothing works. I've lowered taxes, desirability is good, jobs are in demand, traffic good, and I've even tried spurring new development by starting a city next right next to it. Homes grew in the city next door, just not in my my main city.

Any ideas?

Check your pollution level displays and your desirability map.  You may have to zone differently depending on the needs of the city.

Also, drop in some parks and rec, and add water.

seems you need some more commercial and industrial development... because at a population of 1700, every 1 job of demand is necessary (sp?).

    That's great, guys! I started to zone some more industrial and my residential development began to perk back up. One question though; the only reason I didn't zone any more industrial in the first place is because it didn't show up on the RCI meter. Why is this despite the fact that it was clear I needed it?!

    The reason the demand probably didn't show up in the RCI, is because you were probably looking at it with the simple three bars (one bar per each zone type), but the demand did probably show up in the detailed version of the RCI, where there are a total of 12 bars (3: residential, 4: industrial, 5: commercial). The industrial zone type that was in demand was most likely dirty (seeing as how your city is so small), meaning that dirty industry was in demand, but the three others industries were not, so the RCI (with three bars) was averaged out, so it looked like industry was not in demand at all.

    I find that plopping trees over residential tiles will often kick-start them to develop. The trees temporarily boost desirability, and zones seem to develop better with high desirability.

    Make sure all of your zones have water and your water pumps are in an unpolluted area. Development will stagnate when there's no water, and placing water pumps in a polluted area will produce no water for your Sims. If your city has a lot of farms, watch your pollution levels because farms produce a HUGE amount of water pollution.
