Does an area that's been zoned, and already built up, consume the same amount of electricity than an area that's just been zoned, but not yet built, or more?

Zones are just that, zones. They don't use anything, infact they don't do anything except allow for development. But a low rise development will use less power than a highrese/ build-up one and industrial tends to use more power than residential and commrecial.

funny thing you mention that industrial uses more power than residential & commercial. I started to wonder if civics (ie large high school, city jail, large police station etc) use more power than industrial.
