I downloaded two modds simoleons and superdemand it came out in the downloaded folder I put all the files (DAT file) in the plug-in folder but still doesn't work.

I don't use either of those, but are you sure you should have put all the files in the plugins folder.  Sometimes modds have choices that are mutually exclusive.

With respect to the super demand ordinances modd, these are ordinances and you have to turn them on or off in the ordinances part of the financial statements.

Also, some people advise to put the modds in the Program files/Maxis/ SC4/ Plugins folder. Never do that, just put them all together in the My documents/SC4/Plugins folder, as N_O_Body said.

Finally, sometimes ordinances are not available (they don't show up) in a city. And remember that the super demand ordinances are just modified, ordinary ordinances.
