New cop car mod

I would like to make a new cop car mod.  If i could, I would like to usea modified version of a model already available.  I need to know:

-How to retexture a cop car

-How to change light effects (i hear it's really hard)

-If i can't get permission to use a modified version of someone else's model, how to make a new model

-How to make sure it's the right size

And if you want a version of a cop car like it is where you live, i'll need photos, or else all you'll get is the ones that i know of.

And if i could i would make a fire truck or ambulance mod.
