Water with waves

I see all these cities in the city journals that have water with waves, especially on the beaches. What do I need to do or download in order to do that?

YOU NEED TO GO INTO THE GAME SETTINGS AND TURN IT ON MY FRIEND SAME WITH CLOUDS AND FOGsorry caps forgot it was on lol

I tried that and it just made the water "sparkle". Maybe my graphic settings weren't high enough? What does the PEG water mod do?

Peg's water mods just change the texture files of the game water.  Which gives the different colors and shades.
