From what I've read on various SC4 sites, demand is shared between linked cities. Airports increase commercial demand in the city in which they are placed. Since that demand is spread to the neighbors, airports actually do affect neighbors. The only problem is, the neighbor cities aren't recorded as using the airport. If my theory is true, then airport shuttle lots are obsolete.

No.  Because the game relieves "Demand Caps" for commercial when an airport is placed.  Demand caps do not overflow into neighboring cities.  While the demand for commerce increases regionwide, you'll still need those shuttle lots to do their work "under the covers" or your demand will never fill itself.

(Side note) Other structures that relieve commercial demand caps are the convention center, University and the TV studio.

well airport shuttle lots are designed to act as airports. true that airports affect demand in their city and that in turn affects the neighbors, but the impact is not as great as you might think. it doesnt help commercial cap in the neighbors...it does increase the demand for residential that will work in commercial.

    Then why is it that I build an airport in my CBD, and then a neighbor city with nothing in it has 3x the commercial demand of the CBD across all sectors

    so your demand for C is not increasing in the city with the airport, but in the cities without the airport, demand for C is increasing?

    Not anymore. The demand in both cities is the same now. Their C demand is rising in unison.

    You have the RCI demand bars.

    let's say that you are in ur city and have 2000 IM jobs demand. If us save ur city and go to anoher city in the region, the demand of 2000 IM jobs will be there too. Go to another city in the region and the demand still follows you.

    The demands follow the players from city to city in the region untill it's satisfied.

    Yes neighboring cities do interfere a lot.

    And like let's say the army base, that releaves the IM cap at about 150.000?, if you place tha army base in neighboring city and and zone jobs, the demanded workforce can live in another city. So no need the have the army base in ur nice capital.

    Currently for me, one city neighboring an airport has an outrageous Commercial demand - more than Residential. We all know how rare that is. So, I think airports can effect the other parts region significantly. Your shuttle lots, I bet, will only effect the city they're built in. But I don't have too much use for lots, seeing how most are expandable files and I'm using a Mac. So, don't go by my word.
