Too much to look at, but you have probably been capped.  Try adding parks, plazas, and a landmark or two.  If you have a commercial cap, add an airport.

As the moderator said, your city is hitting demand caps. Make sure you have placed all available rewards. To relieve resident caps, build things such as parks, schools, healthcare, and industry/commerce. To relieve commercial caps, build an airport, lay neighbor connections with roads (this includes highways), and bump up traffic.

ive done all of that ive even made smaller cities around it trying to help it that way, even built the small international airport to try to boost commercial.  my commute time is under 60 minutes and for a city that size with just bus stops is pretty good i think.   i have tons of parks, plazas, statues,  health care is crazy(they live to 90),  sims are smart as hell.  im using the large tile on hard but ive never had this happen.  ive built the zoo, convocation center,  stadium and nothing seems to help. idk.

taxes are at 9% ive never changed them.  i have experimented by putting them all at  0% and that didnt help either.
