well i just wonder what more people tend to do and what would work better, do you have your residential and your jobs on the same city or do you make 2 seperate cities, 1 for residential and 1 for jobs, which one is better to use?

Amen to that.  Also, you want to mix your R and C in one city.  I like a nice downtown that starts as a single road or avenue with C on both sides, backed by a layer of several blocks of R with bus lines for openers.  Your I-D, I-M and dirty power should be in the next city, and supply jobs and power.

The R/C city should supply water all around.

When you want to expand your downtown, build some nice suburbs near the edge of your tile, connect with rail/bus lines, then do urban redevelopment on s strip of the residential backing the commercial district.  To do this well, use the remove zone tool (V Key) to remove the zoning from the residential you are going to skrag.  This keeps bus stations, etc in place.  The just rezone it commercial.  I think you'll find this cheaper than bulldozing, and you can do it on as small a basis as you like.

EDIT:  Your main downtown street should be the connector to your industrial city.
