SC4Tool does not show textures

When I use SC4Tool I have to have Lot Editor open too so I can look at the texture ID shown on SC4Tool and look at Lot Editor on the base texture list.

Each tile is just white with whatever transit enablage in the middle and if there isnt any then it says NOT FOUND in red.

If SC4 or the Lot Editor are running, the files are locked, so SC4Tool can't read them. That's why you should edit your lot first, apply all textures, save it, then close LE and open SC4Tool to do the modding afterwards.

i always close sc4 and lot editor cos i cant save anything if i have either open, and i think this is related to what keeps the crosswalk mod i downloaded from changing NAM intersection textures, and dont tell me to put it in the NAM folder--i already did.

So I'd hate to bump an old thread, but I figured it'd be better then starting a new one.  I am also having this exact issue as well.  Just a red "not found" instead of any images.
I am not running any other SC4 programs at the same time.

Running the game on Steam (which leads me to another question...I have no Maxis folder so where do I find the SimCity 4 program file directory that SC4 tool needs? I've just been using the Steam folder.)
Windows 10 Bootcamped on a MacBook Pro.

Any help would be really appreciated.
