I have several residential secotrs in my city right now [my first city with 300k peole btw 4.gif, and have not fallen below 400k cash]

Heres is the strange thing: i have a section of residental stuff that has ALL small buildings and houses. No skyscrapers, and its right next to  a miles and miles long plot of dirty industry...it has 2 elemntary schools, and 1 highschool, and one large hospital...and the health and education rates for this area are THROUGH the roof. its doing utterly perfect for a ghetto id think....but, the mayor rateing is black, its probably -5000 or something, lol.

But the strange part is, i have a gated community on the other side of town that is full of very wealthy people, my mayor rateing there is just awesome, infact its porlly the highest in my city, i ahve collegs, libraryies, mesueums, schools, hospitals, clinics and even a diaease center......but, the education and health of this area is VASTLY red, its horrible, and i don't know why.

How can i fix this situation / what cuases it?

Take a look at your general graphs which reflect the average values across the city.  When you query a property in your ghetto, I take it everything is cool.  What do you get in your wealthy enclave?

Well, in the ghetto, i have low crime, high polution, high health, and high education.

In the Enclave i have high health [graph says poor health]...high education [graph also says poor education], low polution and low crime.

Also, my city is starting to fill the regon, and i am notiveing i don't even have one thousand dollars wiggle room. I can make more RCI zones, but all this seems to do is give me more income, yet the expenses goes up with it, i can't seem to get a bigger window of cash to work with, what can i do?

If you've maxed out your industrial zones and can't expand any further I always enjoy spiking their taxes up to 20%.  Dirty and manufacturing industries don't abandon because of taxes, and they never build over their own establishments, so it's basically free money.
