Commercial Demand Locked in the Negative??

    Okay, well, I am astonished.  After playing every incarnation of Sim City since it first debuted, and years of being a pro at Rush Hour while everyone else I know thinks it's impossible... I have finally been stumped.  I've been creating a mega city that takes up pretty much an entire region, and I've reached the point where my commercial demand has hit ROCK BOTTOM.  Nothing I do can bring it back up.  It's like my residential demand is locked at full and is always overloading with demand, but then everything that develops abandons because no commercial zones will bother to develop.  It's just stuck at the pit of the negativity scale.  Industrial is the only thing that fluctuates.  Anyone have a good solution?  No amount of landmarks or parks or airports seems to do the trick, and every new city is the same.  At this point, I wish there was a magic park (aka CHEAT) which you could plop and make your city a commercial boomtown.  I have never had this problem in, what.... DECADES of Sim City playing.

    If this doesn't work, you can exit without saving.

    In your downtown core, overlay four of your lots with adjacent large plazas, maybe separated by roads.  Plazas are known to be commercial cap buster.  And add a subway, if you haven't got one.
