    How about a mod that keeps dirty industry demand always at 0, regardless of any other radical demand mods?

    I had enacted the super demand ordinance in my replacement for Crater Lake (A tragic story--at about 310k SimCity started crashing as it loaded that city and that city only--right after I registered at and started downloading from Simtropolis) but there was so much dirty industry moving in despite the 20% tax rate that the high wealth that had ALREADY moved in was abandoned, and large-lot buildings can't be replaced with smaller-lot buildings, so population got up to a mere 23k and then I gave up and started over on an old backup file of that region, when Crater Lake's population was 180k, and now it's up to 230k.
