What about a SimNation?

I have been pondering the thought of a city simulation game for a long time. I would call it SIM Nation. As 3D environment is always a cool feature in just about any game, I see this game in the 2D view like that is in SC4. I would like to mainain the level of detail and complexity that is in SC4. I believe that some of the main things that I would highlight in this game would be having a large land mass such as the region view in SC4 but only bigger and you would have built in country land masses such as   US, England, Japan, Canada. These land masses would be identical as in climate and environment. You would have a 3 level governing feature.

Fed Government, State Government, and local government. You would have series of changes such as taxes, national health funding, create laws for citizens, and there would be different set of laws and taxes to set for each level of government. I would definetely have weather involved in the game including all the major natural disasters ranging from Floods, Tornadoes, Hurricanes, Blizzards, You would be able to design your own state boundaries and also name them if you want or you would be able to go with the 48 continental us states boundaries and names. You would be able to make deals between states, cities, between cities. I would like to have the google earth affect where you can zoom out to country level and all the way in to the city level. Civ4 has the same type of zoom level. The three main things that I would put the most detail in would be the terrain, mass transit and power.  This is just a brief thought of what I would love to see from a city simulation game.
