I am sure this is more of a computer problem but not sure where to get help. I had an old monitor that was kind of dark.... at one point I used Adobe Gama and the color controls for my ATI video card to brighten everything. I got a new to me used monitor (Sylvania F72 17") well everthing on the new monior looks greats, but when SimCity starts my desktop jumps in brightness (I can see it right befor the splash screen pops um) like it's loading a new color profile. Well the game looked fine with the old dark monitor but with the new one it looks very light, like washed or faded. I am guessing SimCity 4 might load a color profile that I can edit...but have no idea where it might be or how to do it. I have turned of both the ATI and Adobe tools I use to brighten the screen before...using SimCity4 Deluxe. I have gave it a day just to see it was me use to the old monitor but can see the desktop get brighter when I start the game so I know something is being loaded and friend stop by who saw it an thought it deffinetly did no look right.

Well thanks for any help that can be offered....going batty here.

Check your desktop settings and make sure there are no special profiles in the O/S.  Sometimes software, especially Adobe, thinks it owns your machine and knows better than the user what to set up.  Delete any old such junk.

Run dxdiag from your run box and see if it finds anything.

Inspect the simcity 4.exe properties to see if anything has been added there.  If so, delete the additions.  Just to be sure nothing is left laying about, delete the old shortcut and make a new one by dragging the exe file's icon onto your desktop and requesting a new shortcut.  You will have to put any execution parameters you used yourself back in.

Failing all this, save your regions and plugins somewhere out of the game folders and reinstall the game.
