    A mix between a disaster and a City Ordinance.  I think this will be a challenge for people.  It could include scenerios like a stock market crash, revolts for a new mayor, like a big riot, plague, terrorist act, or a random act.  This is what happens in real life and will make the game seem more realistic.  
    To make the scenerio happen, it would be toggled like a City Ordinance, but bad like a disaster.  Comment if you like the idea and post ideas for scenerios.  This is my first thread and I would like some comments.
