Asphalt on the ground, concrete when raised

Where I live, ALL highways roads streets etc. on the ground are paved with asphalt, but ALL bridges are concrete.  Could someone make a mod for this?  I don't have BAT and it has too many dependencies for me to bother, and I dont know how to really use Reader for visual things like this.
If you need info on what kind of markings the roads here have...
Streets have no lines at all.
Roads have a double yellow line except in rural areas, there they have a dotted yellow line except near curves.
Avenues have a yellow line on the shoulder towards oncoming traffic, a dotted white line in the middle and a solid white line on the right.

Sounds like you live somewhere in America. Most road markings are like that here in St. Louis too, except we don't dot stripe the curves. Many of our bridges are concrete but we also have a few asphalt ones too they are not that uncommon. Also the bat does not have really any dependances. Just Lot Editor and gmax as far as I know. and I am not sure what "Reader" is. You might take this up in the modding Transportation forum the STEX forum is probably the wrong place.

Not here. The best roads in town (such as Texas Avenue) or recently redone roads (such as Graham Rd.) are concrete. And some bridges do have asphalt. And yes, I live in Texas...
