I am not sure if I have placed this in the right spot, but...
Would it be possible to create a tool that reads the SimCity 4 region files and creates a road map of a region, better than the transportation map in the game? That way we could create highway shileds and assign colors for different roads, highways, and such. The map would be like any normal map- light gray for developed area, green for undeveloped area. Interstate highways would be blue with red outline, avenues and rural highways could be yellow with red outline, other highways could be pinkish, and regular roads would  be dark gray. That's USA road map style, by the way. Road colors could be altered, and custom highway shields and road names couild be utilized. If this is possible, I would like someone to get started right away lol, I am in no way good at creating programs like this.

The Constant Plain Avenue is simply a mod that would create an avenue that would remain unadorned by flowers or other decorations no matter what zones or buildings are adjacent to it. This is usually the case when highways are built as four-lane divided highways and are later developed. I know the Turning Lane Highway (TLA) is creating a version of the TLA-7 without the center lane, but what I am asking for is a TLA-5 without the cenetr lane, and without anything else either. This might already be planned for the TLA project.

Why should it just be US style maps?

It would be more popular if the maps were created in a generic style, then be able to be altered according to one's preferences.

Region Census will provide an isometric transportation view of the city, but not a 'regular overhead map' view. For an 'accurate map' region I'm working on, I downloaded topographical maps from http://libremap.org/. Using Gimp (www.gimp.org) I was able to create 'master maps' that mirror perfectly the SimCity region I imported against the topo maps. The 'master map' is complete with grids showing an outline of individual tiles, 8x8 outlines for working grids and outlines showing the city boundaries.

It would be great if someone could extract the data used to create the 'transit data map' on your screen, but I'm sure that data is made 'on the fly', and it's non-trivial to create. https://www.simtropolis.com/forum/messageview.cfm?catid=36&threadid=74819&STARTPAGE=53#1018996 shows how you can do one using Region Census, but if you have big elevation changes, mountains will cover your roads in the source image, and they will be covered in the result. Elevation changes will also cause your map to look oddly rippled because of the source data from Region Census.

There simply isn't a 'nice, simple' way to create the data, or I'm certain we would have seen the software you asked for several years ago. It sure would beat having to do the work in an image editor.

I went in depth to describe the USA colors becaue those were the only ones I knew. I mentioned in my post that "road  colors could be altered" and I meant the lines designating not only the SC4 definition of roads, but highways and streets and whatnot as well. When I was describing the USA style, I was just trying to give readers a picture of the kind of map I'm looking for.

I will try the Region Census process. If that doesn't work... I don't know what I'll do. Probably sigh and say "oh well" lol...
