Private Funding Mod

Is there a way to create a mod that will allow local patrons to fund the construction of public or even private buildings. For example, a pop-up will come up during gameplay that says " Mayor, the wealthy oil tycoon Mr. So-and So wants to build a private university in your city." This will make gameplay more realistic and will reduce government spending.

Does this mod exist as of today. If not it would be nice if someone made it.

Do you mean buildings that are free to place? Some of them are, and all of them can be made that way with lot editors. Even in SC4 vanilla there are buildings like the stock exchange that are free. As for popups, some lots do have associated popups that prompt you to build them. Hardun Coal Industry lots come to mind as custom lots, but several vanilla lots have popups. So I'm sure it can all be put together in one lot, but somebody with actual batting experience can probably explain how (and that wouldn't be me!)
