Yea. Specific answer is that the TAB functionality is actually part of the transit rules ini files, as opposed to other parts of the game that define objects.

No, lots are excluded of this functionality. It might be possible to create puzzle pieces that look like lots, but they would be pure eye-candy (no building models, no RCI functions) and share the features of the transit network they are based on. Apart from that, they would have to be included in the NAM, and that's definitely not what the NAM team is planning to do.

Hrmmm... well thats not fun... Although most of the pieces that need to be tabbed are pure eyecandy anyways (like trails and stuff... those might actually become useful, then...)

Also, why would it have to be included in NAM?

Look at Karybdis' reply above - all TAB stuff has to be defined in a single file, and this file is part of the NAM. Whenever a new puzzle piece is created, this file has to be updated, or other things become incompatible. BTW, the latest NAM does include some basic trails - they are in the PedMall puzzle piece TAB ring. They don't look that fancy, but they can be used as functional trails.

One workaround is to develop an MML for your lots. An MML is a Menu Management Lot. This is a custom lot that is relatively easy to create, and has a unique property: until this lot is plopped, all your other lots remain hidden. When it is plopped, your custom lots become visible in the menus after a few game days. Removing the construction lot greys out your lots, and when you save and reload the city, your custom lots will have disappeared again.
