Question about farms

I recently downloaded Simgoobers reward pack for farms and saw all the types of farms available to you in the game.   How do you get level 2 and level 3 farms?  All I can seem to get are the level 1 farms.

Just wait and develope your region. enjoy your stage 1's, if your region's population goes over 100.000 you won"t hardly get them anzmore ...

I wasnt trying to hurry to them. I just didnt know how they came about. I am just starting to build out my region after downloading about 600mb of stuff from the STEX. I have an industry town with a small town across the river from it to keep it away from the pollution. South of that i have a nicely growing suburb and to the south of that i have Farming village with about 3k people in it. Thanks for the help.
