various props and textures

wondering if anyone could enlighten me as to why various props and textures are locked by administrators...

I have not been able to download a lot of the items from the STEX because a lot of the dependency props and textures have been locked.

any help or ways to get the textures i need would be appreciated

Uploads on the STEX are not necessarily locked only by administrators. The owners are also able to lock their own files, and this is most likely what has happened in the case of dependencies. They may well be locked because they have been superceded. Particularly in the case of BSC, they have tried to collect all the props from smaller packs into bigger mega packs, to make it easier on downloaders. Packs that are no longer in use are generally locked by their owners, so that people don't mistakenly download an obsolete file. Many of the descriptions of those obsolete files indicate where to find the updated versions.
