I don't like how the game puts regions and plugins into the different profiles for different users.  Is there any way I can just have the game run out of the main folder, and have it save regions and load plugins from the main folder instead of each different usernames profile?

Probably not.  Do you have this game on a server?  If so, the only way to do something like that would be to append the Simcity 4 directory to each user's My documents directory at sign on.  This could be done with a script, but how you would keep them in sync after that I can't guess.

EDIT: Delerious second thought.  Try setting up the Simcity 4 directory as a link (shortcut) pointing to the common area.  You'll have to have the right set of ACLs, and if there is more than one user on at a time, good luck resolving conflicts.

Nope not on a server just a home computer. Me and my brother figured it would be worth a try building on the same region but I don't like using other usernames or letting people use mine (I know I am a picky person). I'm gonna keep looking through files and configuration stuff to see what I can find out.

Instead of each of you playing in your personal accounts, why not make a common account, say "Simcity" with an appropriate shared password.  Since both of you can't be on the same machine at once, you can have a shared account with nothing else in it.
