Downloading Question

I am attempting to download a culd a sac, this is my first time. 

How do I do it?

Meaning where do I down load it in my computer?

I am sorry but I am not very computer savy, but I love this game.

Click on the "ST-Exchange" button at the tab of the Simtropolis page, then find the search bar at the upper left hand side. Type "cul de sac" in the search engine. If you still can't find the link, try searching the forums in depth by clicking the "advanced search" on the forum screen.

Once you have downloaded the file, extract the zip file and it will probably have a readme inside.  If there is one, read it and it will probably tell you how to install the cul de sac to your plugins folder to SC4.  If that doesn't help any, you could try reading this article here for some general guidelines.
