Building Radius & Lot Exchange

I have a couple of problems here:

1.) I just reinstalled my SC4, and I also imported a whole region since I want to preserve my cities. Unfortunately, it appears that I don't see the building radius when I try to plot buildings such as fire & police departments, hospitals and schools. I uninstalled an reinstalled everything, this time not importing my regions, and still to no avail!

2.) Has anyone been experiencing problems with the Lot Exchange on simcity.com? It says that they cannot process my request

1. When you reinstalled, did you update properly from Simcity.com?  If so, your graphics got set to low.  You may want to check your in-game settings.
2. The exchange at Simcity.com apparently is down.  There is a notice today in the BBS.

Hi N_O_Body,

I didn't update it, actually. I'll try that later tonight. But I remember that the manual send that the radius should be there, and if the manual says it should be there, then the upgrade shouldn't have anything to do with it then!

As for the graphics set to low, I don't understand how the building radius would be affected by graphic settings (by building radius I mean the area which will be affected by a station or whatever)

I installed the update and I still dont' have anything...

BTw I should mention that when I have the building selected, the radius doesn't show. However, once I place it and click on info, the radius will show.
