Of course you can always use the Radical Mod, but there's usually another way (Make sure the Sims drive past your commercial buildings, maybe build an airport)

Welcome to Simtropolis, Conrailpolice! If you have a city with a half million simps, then you have a pretty well established city and anything that you download to make high end shoot through the roof would probably do more harm than good at this point. You may get a short-lived blast of high end demand, but I think it would skew the overall balance of the city and you'd wind up with dilapidation pretty quickly thereafter and possibly a population loss at all levels. My humble suggestion is to work on boosting the necessary factors for high end growth such as education, health, amenities such as parks, throw in the country club and university if you don't already have them and make sure your transportation network is in good shape. Also, make sure pollution is down. Throw in some of PEG's forests, as these do wonders for kick starting high end growth. My guess is that your city has established itself as a nice, comfortable R$$ city, which is what the majority of your cities usually will be. I know your looking for a quick fix, but consider the time it took to get your city to the 500k mark. To radically change that now would more than likely undo a lot of what you have already built up. (Some may disagree and I welcome hearing about the thoughts of other points of view.) Something else you may want to try is to ease the taxes up for the $ and $$ classes while lowering the $$$s. Don't do it too drastically or, again, you may completely unbalance your city. If you're playing a region, do the opposite in your adjoining cities: RAISE the $$$ taxes and LOWER the $ and $$s. This way, the $$$s will migrate to your city and the $s and $$s will leave to go to the adjoining cities. Adjust the taxes in .5% to 1.0% increments and give it a few game years. You should see a shift in your population as the wealth levels change in all the cities. Be sure to play ALL of the cities in rotation while you're doing this (use cheetah mode if you don't really want to take the time to "play" all of them right now) so the simulator can take everything into account and get the transition off to a good start. If you do this, you should get your city into a high end enclave rather quickly. I think if you do it right you'll accomplish what you want pretty quickly and, given the size of your city, it will probably change over almost as quickly as if you were using a mod. This should also keep your city and your simps happy and you won't destabilize your city or have any other serious issues. Good Luck, John! Let us know how it turns out.
