Brown Boxes instead of Building

For some reason the lots I downloaded don't appear and appear as brown cardboard boxes. I know this means I'm missing something. I downloaded all the dependencies for them, are there some special things I need to download before even putting custom lots into the game? I put all the files into the plugin folder in my documents/simcity4. Do I need Rush Hour to use custom lots? What am I doing wrong?

yes you need rush hour

Yes you do need RH for pretty much everything now. But once u get it you will wonder how u survived without it.

hmmm, but for some reason, this one building, the Reptile houde or something that I downloaded from here worked fine, no brown boxes. It said that it required Rush Hour.
