Airport Capacity Issue

When my airports (regardless of size, i.e., commuter, municipal, or international) reach capacity, I am no longer getting an "offer" to expand them.  Normally, I have the autoadvice dialog turned off so I've turned it on in the hope that an advisor would give me the option to upgrade to a larger capacity airport, but it doesn't happen and I can't find a way to expand them.  I've even tried the "you don't deserve it" cheat but it doesn't do the trick.

Any thoughts?

Are they adiqitly funded, otherwise raising the funding to above normal should trigger the need expansion thing, aslong as the city actually demands an upgrade.

they have to be at or near full capasity(at normal funding) to trigger the upgrade, and with more demand for an larger airport.

Good point!  Seems so obvious but I haven't really checked the funding.  I've been playing the game since its release but I feel so $%&^! b/c of that oversight.  Thanks.

How many times can you upgrade an airport before you need to build a new bigger one.

(eg. Airfield to Regional)

2 Times, ie Level1 the one you build, then to Level2 and lastly to Level3, after that you will have to construct an new airport, or replace the earlier one. in total there are 9 levels of airports, the last beeing the International level3 airport ^^

The port doesn't change, it just upgrades the capacity.  If you want a higher capacity second airport, add one of the others.
