    How do i get a BAT to open? i have SC4 deluxe. Anyone have answers?

    This assumes that you mean a lot created using the BAT.

    BAT Lots, like all STEX items come as Zip files.  They should be downloaded to a separate folder away from the game (I use My Downloads on my desktop).  Then you unzip this archive in place or in its own folder in My Downloads.  Then you read the read_me, if any.  Be sure to also download any dependencies.

    Now, if it is only a lot with no options created with the BAT it should have .sc4lot, .sc4desc and a .sc4model files.  You need all three of these in your My Documents\Simcity 4\Plugins folder for the lot to work.  If you put the lot in the game and have any "brown paper packages tied up with string" then you have missed some dependencies.  Go back and read the download page.

    Sometimes these items are packaged as a .dat file.  The .dat file can contain all three file types merged together.  In that case, the .dat file goes into your plugins folder. 

    Some Batters do a partial package with a .dat file and some of the others.  Read the documents very carfully on these.

    Some files on the STEX contain options.  These are covered in the installation instructions in the read me file.  If not, consult the download page.  You will only use some of the unpacked items in the plugins depending on what options you choose.

    Some modds come with installers.  If that is the case, double click on the exe file and follow the instructions carefully.
