Need Help With Sim City 4 Tool

    Someone please help me. I have been searching the forums and trying to figure this out myself for months now. I am getting an error message upon launching the tool program, that says my MenuShowDelay is set at 0, and needs a value greater than 0. What is this, what should it be, and how do I change it? I would greatly appreciate any help. It also mentions the JIT debugging. How do I access this?
