Connection 2 cities through an 'empty' city

I've got this situation, let me try to explain what I want:

A is a city with mostly residential zones, B is a city with only Industrial zones.

I want to connect A and B through C, so I made a highway and a railway connection through C but cars aren't using the connection, when I don't build anything else in that city (no zones or anything, just road/rail) The civs are only going to the other cities.

Anyone ever tried doing this? Can it be done?

Hi,

I method I know of is that you need to build a commercial zone in Maarssch(?) and let it grow. and remove jobs from Ede. Also, remove transit connections from Ede to Utrecht and Breuklen so Sims have to go to work in Maarssch. Remove the commecial zones and run the simulator for a bit longer, and Sims will have to go to work in Industry-5. Finally, restore the connections to Utrecht and Breuklen

It is hard, but trial and error can solve eventually.
