When I downloaded a tram on the STEX, it worked on th GLR but it appeared on the elevated rail and I did'nt want it too. Is this supposed to be like that? Or is there any mod that can keep the el rail and GLR trains seperate? I think it looks odd seeing a tram on the elevated rail and an elevated rail train on the GLR. Can anyone help me out?

GLR is an "extension" of the El Train. In SC4 it is not possible to create new means of transport. The GLR is build on the El Train "foundation". Therefor you will see the same trams on the GLR and the El Train. In short: The GLR is the El Train but then on the ground. You have to make a choice between El Train or GLR or both, but then they will use the same automata.

If you don't want el-trains on your GLR tracks, but prefer trams only, try the BSC SFBT GLR Tram Mod. It features four tram station that spill trams with various colors (red, yellow, green, blue), so you can simulate an actual tram network. Those are not automata, though, but similar to the yellow buses that show up at random next to schools. The el-train automata is supressed by a special mod file that is included.

About your Tram mod, I have the dutch version of the game but the text on the infowindow is deutsch. Just wanted you to know =)

The game crashes with lower tracks anyway, so I can't place trams in my town =(

Yeah, I know - I have a German version of SimCity, obviously. 2.gif But you can easily translate it with the Exemplar Editor that comes with SC4Tool, for instance.
