City Connection Failure

Hi!  I keep trying to make a connection to another city with my elevated highway, and every time I lay the highway it won't give me the prompt for a neighbor connection.  I've also had the same issue with avenues, but I have made the connection with roads.  Thanks!

Are you sure there is nothing in the way in the other reigon?  Also make shure the highway or avenue has been straigh for more than three tiles and extend it straight over the edge from the fourth.  It should work then.

Nope, I tried that, and I can make the connection with roads.

EDIT:

I found out what it was, where I was trying to put it exactly on the border from a large city to between two medium cities.  An odd problem!  Thanks for the help Rusty_777.
