First, try zoning more industry, either in the city you are working on, or in a neighboring tile. R$ demad should follow within a few sim months.

You can also play with the taxes, but make sure you are creating work for the little peasants, first!

R$ should always be high as there is very little that deters R$ from moving in anywhere. you may be hitting a demand cap. try putting in some large flower gardens, large plazas, and some rewards (if you have them) like the stadiums. Also, the other suggestions made could work too, people need jobs you know 4.gif

Probably the desirability factors for that zone is not good, so you might give them work, health etc..

Demand for R$ is usually high. If in doubt, just decrease the tax rate, and also decrease the tax rate for ID and $CS to spur demand for low wealth housing. It also would not help loading different cities to balance the demand for RCI.

Desirability is different than demand. Desirability for R$ is almost always high, except maybe around coal plants and stuff like that.

If demand has dropped off, it means there aren't enough low-income jobs for R$ sims. Zone more commercial and industrial, and hope it develops into dirty or manufacturing, and CS$ or CS$$. (Even CS$$$ have a fairly high number of R$ jobs.)

I put my R$ sims to work generally in either farming, commercial or civic buildings (a ton of them will work at schools, hospitals, etc.). Indeed, they aren't picky about where they live--almost any area is desirable for R$.
