How long do you wait until you hit restart? My machine takes a good two to three minutes to complete a save.

Also, can you move the cursor, or is everything frozen?

When did you last defragment your hard drive?

The other games don't have gigantic save files with many extents.  Do the defragmentation.  You should probably schedule it overnight.

Also, check your Virtual Memory settings.  For 512MB you should have an (initial, maximum) = (1536,3072) for your swap file.

When you are doing a save, much of your city may be paged out.  The whole thing has to pass through memory to be saved, so if your swap is small, you may get into a paging deadly embrace.

    Hmmm...

I'm not really sure. How big is your plugins folder?

I'm afraid that you may have to reinstall the game. Back-up your regions and plugins. I would suggest applying all of the patches with a reinstall.

Pretty drastic, but bear in mind that there are only two patches.  Update 1 for your area (use the automatic updater and it will pick the right one) and the BAT night light patch from the BAT download page.

Under the circumstances it is hard to talk about all the patches.
