    Welcome to Simtropolis.

With 768MB, you should be OK, but it is important to know that this program uses all of your processor cycles and will beat the living daylights out of your memory.  It is possible you don't have enough Virtual Memory.  It should be set to 3 X 768MB = 2304MB Minimum and I would shoot the works and set the Maximum to 4095MB (the system maximum for XP)

If this doesn't solve your problem, maybe you are having driver troubles.  What kind of graphics and sound system do you have?

Your video system is more advanced than the game can handle.  Set any advanced features to application selected.

If that does not work, try running the game in software rendering mode (very slow).  If this works, you have some kind of video system problem.  PM Greyveil for help on this.
