There is something wrong with your installation.

  1.  Did you register your game at Simcity.com?
  2. Assuming your did, is your game siimcity 4, Rush Hour, or Deluxe?
  3. Did you get the correct patch for your earthly region?

OK, well then you seem to be a little scrambled.

    Tell us about your machine:

    CPU

    RAM size

    Graphics card and driver

    Virtual memory Size

Operating System and service pack level

If we don't find anything here, I am going to ask you to completely uninstall the game, so some maintenance and then reinstall it.

If you haven't done one lately, do a virus scan.

OK, well, you are a little challenged for memory.  Your 60GB figure must be your hard drive storage.  Memory goes away when the power is off, but storage is until erased.

You need to update your machine software to XP SP2.  MS-Update should handle this for you.

Your virtual memory (look it up in help) should be set manually to 1536MB with a maximum of 4085MB.  The game is a memory hog.  If you can do it, I recommend updating your machine to 1025MB RAM.  Your 512MB seems to have an integrated graphics card attached, so it will take some of the top, and the minimum real memory for this game in XP is 512MB.

In any case, after you bring your software up to date (you also need DirectX 9.0c), I recommend a full uninstall of the game.

Then do a disk clean up followed by a defragmentation of your hard disk.  If you have never run a defrag, it will take overnight (the first time only).

    Boot your machine and then

    1. Install the game
    2. Update with update 1

At this point, you should have a fully playable SC4 dexluxe.
