Need help with R$$$

I have this little slice of land that is it's own city.  It's just a little peninsula and I want to make is so it's a high end community.  How do I get it so all R$$$ grow?

raise the taxes for R$ and R$$ and make sure you have all the nessarasy services and utilitys, etc and make sure there is plenty of R$$$ jobs by which i mean IHT and CO$$$ and CS$$$, but overall its pretty difficult to do stragright from the beging

The way to assure that only R§§§'s will grow is by raising the R§ and R§§ taxes to ridiculous levels, like 20%. However, don't expect to be able to do this with your first city.  Your best bet is to grow a neighbor city with lots of high-end jobs (like Co§§§, I-HT), with the R§§§ taxes raised very high there. You can also build high-end employment in your R§§§ city, but doing that from scratch is difficult.
