Issues - Large City

I have a city in the millions. It is totally surrounded by equally developed cities, however in smaller terrains. Esthar, however, is in the large terrain and even with perfect education, safety, water and what not the city refuses to grow. It has some free area still and I would like to use it all up.

I'd like to see a pic. Maybe your demand is just too low. Or desirabilty for that neighborhood is low. But yes, a pic would help!

I'm having a similar issue, but I only have one major zone with RCI in it and a population of 166000.  I also have the zone next to it all Ind, mostly dirty.

I have a pretty good mix of rail, mono, buses and subways but still have some high traffic areas I'm working on.  I cannot get the city to grow anymore, and is actually falling apart (decay/abandon).

What kinds of screenshots are most helpful, I've worked hard on this city and dont want to loose it.
