One reward for region

I want to make a LUA script for a reward so it can be placed only once in a region. For example the Dobruck City Hall by Frogface. 

My question, is this posible and how?

short answer: no

long answer: yes, but it requires a lot of LUA tinkering and the method ins't fail-safe and can be easily cheated. I had a beta version of this ready for the remake of the Petronas Towers but they got a bit stuck in BSC development...
