Depression across region!! HELP!!

I've been playing simcity 4 for quite some time now, and while playing yesterday the demand for CO$$ and CO$$$ all of a sudden plunged from positive to extreme negative.  All of the cities suffered from the same problem, even cities with skyrocketing CO$$ and CO$$$ demand.  I have a regional population of abt 1.2 million, and my taxes for CO$$ and CO$$$ are nv above 8.5.

All other demands are unaffected and are still in the positive.  The populations are highly educated, the commute time is abt 35-40 min, crime is low, desirability is high and traffic in the commercial areas are good.  Can anyone HELP me on this??!!  All the commercial offices gets vacated for no apparent reason, and I'm getting a skyline of distressed buildings.

Is there such a thing as regional commercial caps?  Are there any mods for checking whether the demand caps are reached?  Couldn't seemed to find it.

Also, you might try making more HT Industry, it can really boost CO demand.

there are caps (limits) on population (of all RCI), things like plazas, parks and the rewards help raise these caps, i'm sure if you hunted around in the forums you could find the actual figures for these. as for your immeadiate problem i would recommend some good old keynsian economics, that is you spend your way out of the problem. build more residential and industry, borrow the money if ytou have to, but this is usually the best way to recover from falling demand. also your airports may be at full capacity this can affect commercial demand. similarly neighbour connections help to boost demand so why not connect a few more cities together, the roads don't actually have to go anywhere, just so long as they leave the city whose demand you are trying to boost.
