  1. Might be doing so etching stupid here but when in single player mode I start a new region I can get any residents to move in! Everything is set up power, water, RCI zones! But says I need 10 residents but no one will move in as there's no power but the power station won't open as there's no workers??? Anyone encountered this? Please help?
